The Application of Remote Sensing Technologies to Marine Pollution Monitoring and Response

The marine pollution monitoring in sea territories project is using data acquired from satellite remote sensing technology such as Landsat-8、Sentinel-1、Sentinel-2 series satellites images as supportive evidence, as well as the Unmanned Aerial Vehicle (UAS) photographs taken in the field investigations. The working items in planning and establishing remote sensing technology application on monitoring and investigations in Taiwan and its offshore environment for effectively clarifying the responsibility in damage assessment are: 1. Carrying out tasks such as marine ship disposal, oil transportation operations, marine engineering, transshipment of offshore oil products, contamination of suspicious vessels, as well as marine debris near offshore areas in Lianjiang County, Kinmen County and Penghu County. To complete a 24-time/day monitoring tasks and a monthly monitoring for 11 hot spots of the surrounding water territories. On October 9, a large ship discharged approximately 60 kilometers of oil from Xiaoliuqiu offshore to outside the Xingda Port. Also, on October 30, a suspected ship was carrying out transshipment of oil near Xiaoliuqiu offshore. Both incidents were found when conducting the monitoring tasks. The procedure of the administrative verdict for both incidents is going to be carried out by Environmental Protection Administration. 2. Evident investigations of major marine pollution incidents in 2017 were completed for a 7-time marine pollution emergencies and a 1-time marine exercise. 3. Establishing profiles and tracking for monitoring suspected pollution activities ships mechanism. Regular monitoring on 50 ships and the high-risk Formosa Plastic No. 11 ship at Mailiao Harbor. No pollutions has been found. 4. International exchange affair was completed. The 2017 Marine Pollution Response and Practices International Workshop was held on September 26, 2017. 5. The promotion of using remote sensing technology on marine pollution applications is completed. Research and development to improve domestic remote sensing monitoring procedures is now being discussed.
